Educating the future of Iraq


Dear Parents and Guardians,

After spending over 9 months talking with the Ministry of Education in Baghdad we have still not been granted a license to open a school and we are unable to proceed any further at this time.

Officials in the Ministry of Education insist that we obtain an international license either from Cambridge or IB. However, as we keep telling them, in order to obtain an international license we must have a license from the local Ministry of Education first and then we open and operate the school for at least six months. At this point Cambridge or IB will send inspectors to come and visit the school only if they are happy with what they see will they offer the license. All this information can be found at or where both organisation clearly spell out what must be done. However officials within the Ministry of Education refuse to accept this and keep insisting that they cannot provide a license until after we have the international license.

In addition to this I have asked Ahmad Assaf the formal representative for Cambridge International (whose details can be verified here) to contact the Ministry of Education to explain this to them. However the Ministry of Education refuse to believe that he is their representative but bizarrely insist that Jan Nasrullah Rylewicz is the only representative. Now Jan is indeed a representative of Cambridge but only for Cambridge University Press (the department that prints academic books). After speaking to Jan he has confirmed that indeed Ahmad Assaf is the official representative but again it seems that the Ministry of Education don’t believe this.

It is my understanding that much of this misleading information (especially regarding who is the representative of Cambridge) has come from the Cultural Attaché department of the Embassy of Iraq in London via the European Department of the Ministry for Foreign Affairs.

Until these points are resolved we are unable to proceed.
